King David established a formal system of royal administration with designated officials. His cabinet included Joab as commander of the army, Jehoshaphat as recorder, Zadok and Ahimelech as priests, Seraiah as scribe, and Benaiah over the Cherethites and Pelethites. Ira the Jairite served as David's chief minister or 'priest,' indicating a close advisory role.

Solomon refined and expanded his father's administrative system. His cabinet included Azariah as priest, Elihoreph and Ahiah as scribes, Jehoshaphat as recorder, Benaiah as army commander, and Zabud as principal officer and king's friend. He also appointed twelve officers over all Israel who provided victuals for the king and his household.
