Israel was uniquely a theocratic nation—God Himself was their King. The law given through Moses was God's direct legislation. During the period of the judges, God raised up deliverers as needed. When Israel demanded a king 'like all the nations,' Samuel warned that they were rejecting God as their king. Even under the monarchy, kings were expected to rule under God's law.
