The king of Zeboiim who was an ally of the king of Sodom when they were attacked by Chedorlaomer and his coalition.

Shemeber was king of Zeboiim, one of the five cities of the plain, around 2088 BC. He joined with the kings of Sodom, Gomorrah, Admah, and Zoar in rebellion against Chedorlaomer of Elam, who had subjected them as vassals for twelve years. In the fourteenth year, Chedorlaomer and three allied kings invaded and defeated the coalition at the Valley of Siddim. This battle led to the capture of Lot, Abraham's nephew, and Abraham's subsequent rescue mission.
