Sur was one of the gates of the Temple at Jerusalem, mentioned in connection with the coronation of Joash when Athaliah was overthrown. In the parallel passage in 2 Chronicles, it is called 'the gate of the foundation,' which appears to be the preferable reading. It apparently led across to Zion by the causeway or bridge that connected the Temple area with the royal palace.
