Taskmasters were officials appointed to oversee forced laborers, most notably the Egyptian overseers who afflicted the Israelites with hard bondage.
☩Egyptian Oppression
Pharaoh set taskmasters over Israel to afflict them with burdens, forcing them to build the treasure cities of Pithom and Raamses. The Egyptians made their lives bitter with hard bondage in mortar, brick, and field labor. When Moses first appeared before Pharaoh, the taskmasters increased the burden by requiring the same quota of bricks without providing straw.
