Asnapper is mentioned in the letter of the Samaritans to King Artaxerxes as the 'great and noble' ruler who transported various peoples and settled them in Samaria and the region beyond the River. Most scholars identify him with Ashurbanipal, one of the last great Assyrian kings, though some suggest Esarhaddon or another official.
